u cant spot reduce any one specific area on the body. try doing full body strength training stuff for all over muscle building, and cardio to blast the fat

Just about any exercise that makes you lift your arms over your head and behind your neck. Overhead tricep extensions are one of my favs. Also consider the major muscles surrounding that area. Most people go for the chest and forget about the upper lats and read delts.

Sorry to be the bearer of bad news. You can do exercises to strengthen your arms (which is a great idea) such as curls. tricep kickbacks etc but the only way to get noticeable results is to reduce your total % of body fat and only your body will decide where it loses fat first (for me it was my face and arms first).

Here are a couple of links to arm exercies for you:

Tricep dips and extensions, push ups and jumping rope all work well!

While you cannot spot reduce FAT, you can build muscle in specific areas. Fat loss happens all over the body, and it comes as a result of proper diet and exercise only. Push ups are great, try them on the knees first. You can also do hammer curls, tricep kickbacks, lateral raises (shoulders)... the list goes on. Do you lift weights regularly?
