slow to come off?

ive been on here for a month as of today and I've only had two pounds come off, every other day i gain it back, drop three pounds then gain it back, then drop it again. I'm so confused, I'm not looking to give up but I'm just curious. I've been working out and staying under my calorie goal. Is this normal? If anyone else had a similar (and hopefully successful) experience please give some feedback, thank you!!
