What size waist is considered " small " ?

Mine's 23 inches.
Would it be possible to lose the last 3 inches or should I just stay were I'm at. I'm alright with my waist, I just have a very small build and am petite so everything looks different on me.
I'm really not sure what measurement's are considered " small "

    I had a 23" waist for years, once upon a time, and I considered it very small! I don't think many people have naturally smaller waists than 22" - 23", so it would be unusual if yours dropped down to 20". But maybe you have a really tiny build?

    If you want it to look smaller, you can take about 4" off with a corset, so you could go down to 19" at the moment.

    Darn. I can't buy a corset. Could my posture help also? I slouch a lot and almost look like I have a hunch back sometimes lol ):
    if I sit up straighter, I heard that helps you lose 3 inches off you're waist.. true?
