if i am under in calories but over in carbs is that bad? will i gain because of it?

You should aim to be AT you carbs levels for the day, it you are slighlty over or under a bit I wouldn't sweat it. Make sure that your carbohydrate sources are from whole grains/ whole wheat sources, not simple carbs like white bread, candy etc. With getting carbs from whole grains they are a good source of fiber which will help you to feel full longer.
If you are consistantly over on your carbs you might want to focus on increasing your protein intake.
