Need help with being skinny fat!

Hi all! I have noticed that even though I haven't really gained any weight (2 or 3 pounds) in the last month, I have begun to look larger around the mid section. Any suggestions?! Will weight training help me lose the fat?

    I got this way by doing this every time I tried slimming down over the years: LOTS of cardio and eating fewer calories than my BMR.

    To reverse this, I have begun trying to eat calories between my BMR and TDEE and am actively going for more protein while weight lifting. The weight lifting will firm up and train the muscles I do have. Since I am losing weight, it will not give me more mass really. Once I am down in body fat %, I will go and eat more calories than TDEE and start increasing the weights.
