Healthy Heart Rate Range?

I'm 69 years young, Type 2 Diabetic male, trying to maintain 220-230 lbs. I've been walking: 26 minutes at 3.5 mph on PRO-FORM model 397 Treadmill for 90 days. How do I determine my healthy heart rate range: lower and upper limits?
