inner thighs have jowls

I have noticed as I have lost weight my inner thighs have really liked hanging around still. I was shaving my legs and had my leg propped up and noticed/felt that my inner thighs sag a little bit....like they have jowls! Anyone else with this problem? How do I get rid of this? Or is this a plastic surgery issue?... :(

    I think some of it can be solved with weight training - but some of it may be skin :S - on the good side you are obviously losing lots if your skin is doing that...
