Should I be trying to reach my calorie inntake?

Hi guys, Looking for a wee bit of advice.
I never reach my calorie or fat intake target and find it quite difficult to lose weight. Should I really be trying to eat a bit more to reach the calorie and fat intake rather than aiming to be under it?
I am doing exercise everyday. Some days a big work out at the gym (generally 3 times a week) for around an hour and then every other day I walk or do home work outs so I know i'm doing plenty exercise but the weight still seems to be hard to shift.
Has anyone got any advice??
