Pedometer and activity level

I have some serious issues with exercising after having practically tortured myself with an ED... So, I was thinking it might be easier to start increasing my steps up to 10,000 a day. It doesn't have that scary 'exercise' sound to it. :P My question is: how should that increase affect my activity level? I'm very sedentary usually; I also read that the average sedentary person only takes 1,000 to 3,000 steps a day. If I stuck to 10,000 a day (and didn't log it as exercise) would that mean I'm now active? Very active? What do you guys think?

I'm trying to do 13k a day. Two dog walks and a couch to 5k session does it. By the way I've got a great pedometer. The Tanita accelerometer. Very accurate and works like a wii control. Doesn't have the fancy sleep and download function of fitbit but just over £24.0
