more toned, eating UNDER but weigh more?

so i'm just recently recovered from an eating disorder and have started excercising again ( 1/2 to 1 hours calisthenics with 1hours of walking for the past 2 weeeks), i used to walk ALOT and have very thin lean legs, then i stopped and they kind of went.. jiggly? and less thin looking but i weighed less, i feel more toned and the muscles in my legs are actually sore these days from the excercising but they definitely feel harder and more toned they also look it, i've also been finding it VERY hard to reach my daily calories goals just to maintain my weight (1350 cals) im eating around 1,200.. so why does it say on the scales i weigh more (1 kilo's more) when im clearly more toned and have gained some muscle.. is it possible its like muscle memory? and they've some how just come back, explaining weight gain? because i dont look like ive gained weight but appear more toned

Could be muscle and could be water retention. keep doing what you're doing and everything will fall into place. I am sure you would rather be more toned and weigh a little more than be jiggly and weigh less. Right?
