Question about counting steps

I've read that it's good to walk a lot to help with weight loss. The number that gets bandied about a lot is 10,000 steps a day. My question is, how do you count steps?
Is it when each foot hits the ground - left foot, right foot, left foot, right foot - or is it a single foot, left-foot, left foot, left foot, etc?
If the former, then it is 175 steps from my usual parking space to the front door of my building.
