Need some feedback :-)

I've been watching my calories since about June 25th. Im set at 1690, (I'm 5'8" and 159lb) my goal to lose 1/2 lb a week. I had lost a few pounds and then i stepped on the scale when I wasnt supposed to and I was almost at my starting weight. Whats really bugging me is that I haven't lost any inches! Not even a crummy 1/4 inch! A few of my measurements have even gone up, mostly in places where I'm now seeing muscle. The only thing I started doing differently in the past two weeks is start lifting heavier on the weight machines. If I head to eventually losing inches I'm happy and will wait. But does anybody see anything wrong with my calorie goal? Or my food diary? I try to get to the gym 3 times a week. Do anywhere from 20 to 60 min of cardio and then do weights. I generally stay within my calorie goal. Sometimes too far under. I was doing cheat days but cut that out. What am I doing wrong?
