    You cant :( sorry!
You absolutely cannot target fat loss. It comes off from wherever your body chooses, despite what your mind wants!
Some people lose weight more from belly, others from hips/thighs, depends on genetics.
Dont worry about it, any weight loss is good right! xx

You can't. It comes off where it comes off and it's genetic. But so is having big or small breasts.

I have lost 18 lbs and although I had to go a size down on the strap size of my bra, I look a lot bustier. Lots of overweight women have big busts. Does that make them look better?

    Well I mean I'm already down a cup-size.. I'm at a 34B now. I don't want them to get any smaller.. haha

You are still very young, there is a good chance that your breasts will grow into your early 20's. I have a friend who got breast implants when she was 18 y.o. but kept growing into her mid 20's. She had to have the implants removed and was a very full D cup after taking out the implants at the age of 24. She also was slender and fit and had not had a baby or anything, she just grew a bit more the boob area.
