Cardio with 2lb weights?

I just found a lovely exercise video on my cable's onDemand feature, and I really love it. It's 30 minutes long and except for the warm-up and cool-down, light weights no heavier than 3lbs are supposed to be held throughout. It's got basic cardio moves that you see in other videos and just a bit of specific arm exercises like bicep curls, punches, and arm raises.
Would you think that such light weights could help with toning? Or are they incorporated just for an extra calorie burn?
