HELP! I was making tea...

And left the pan on the burner and forgot about it. It was there probably 20 minutes. The water is gone, the pan looks burnt and it's making a weird popping sound?

How do I clean / fix this?

the popping is probably from the metal of the pan cooling. Ive done similar and never found a way to clean it...not completely anyway. I threw mine away
