Making a Change

So, since I have been losing and gaining the same 2 pounds for the past four weeks, I am changing my plan. I am going to cut out my exercise until I lose about 15 pounds and then start back. I am going to stick to 1200 calories and see what kind of results I get. I don't know what I was doing wrong...I think at first I was eating too little, then eating too much. What are ya'll's thoughts about this?
