Walkers and Dogs in Bike Lane

I just can't believe the lack of etiquette walkers have when it comes to busy streets and bike lanes. I ride on the streets of my town which is not too populated, but on one of the busier streets. Why do walkers with dogs walk covering the entire 6 foot bike lane straddling the lane with their dogs so that I have to ride in the street with cars when there is a perfectly good extremely wide and flat - very few driveways - sidewalk. I just don't get it. At least move onto the sidewalk when you see cars in the lane and a cyclist coming or give me a foot of the lane. In addition I have to swerve to miss all the dog poop they left behind every day that covers several feet cuz they keep pulling their dog while it defecates. Just irritated - should I stop and say something or will that be a waste of my time?
