Weight loss all over...Not

Hello,
If my collarbone was the only thing I worried about, I would start my maintenance plan right now (it sticks out). However, my weight loss is not all over my body at all. The upper portion of my body, face, neck, arms, tummy, etc see the most loss. My entire bottom (thighs, legs, cankles!) do not. Any ideas?
After thinking about it awhile, I figured lowering my body fat % down to the lower side of the "healthy" range might work....i'm lost.

You can't spot reduce fat. If you lose fat you lose it from all over. If you're losing weight keep doing what you're doing and your lower body will become leaner.
Also building the muscles of your lower body will give a leaner and tighter look.0
