Net or gross? Eat between BMR & TDEE...

Possibly a stupid question, but could someone please clarify for me if the advice to eat between your BMR and TDEE is based on net or gross intake ie. with/without exercise calories?
I've been stuck at essentially the same point with only tiny losses for almost five months, despite having lowered my calories and changed my exercise routines as much as I am able to, so I'm going to try a different approach, and would liek to be sure I have understood correctly.

BMR is what your body needs to keep it running if you were in a coma state. TDEE is what your body burns as a functioning person (going to the bathroom, cooking meals, exercising, etc). If you want to lose weight you should eat about 500 cals LESS than your TDEE per day (for a 1 lb loss a week, but weight loss is not always linear). And you should be eating at LEAST your BMR in calories (to be sure your brain and other organs have the energy they need to do their job).0
