Measurements

So, I am 5'5" and weigh 123. A few months ago I was 130, after being 120 for most of my 20's. (I am about to be 29.) I was seriously unhealthy for basically all of 2011 and that caused my weight gain - eating fast food, drinking beer and mixed alcoholic drinks, and doing absolutely no exercise. The thing is I really didn't notice I had gained until I weighed myself this past April. I saw my weight on the cusp of 130 and almost fell off the scale. Not ok! 130 and beyond was always my "never-be-there" weight. So, now I have lost weight, gained muscle, eat healthy (no dieting!). The whole package. I feel great and I like the way I look. I really just want to maintain this weight and my healthy lifestyle.
My issue now is when I measure myself. People tell me that I look lean and constantly ask why I work out when I am already thin. But my meaasurements say otherwise - I am 33 29 36. I mean really? How is that normal? How does that even work? At 5'5" and 123? And the thing is that my measurements haven't changed with me gaining or losing weight. They're consistent - whether I am 123, 125, or almost 130. I don't mind my bust or hip measurement - I actually like the way my bust and hips look. But my waist of 29? That has to go....
Do other women have this problem where their measurements don't reflect their weight? Is it just me?
What have other women done to whittle down their waist?
