Want to make sure I have this right...

From all of the things I've read, both on here and elsewhere, I need to eat under my TDEE (3100), and over my BMR (2008) in order for my body to want to use the body fat I have stored. Is that an overly simplified breakdown? I just read something that took about 3 pages to say that (I think). It kinda left me confused, so I need someone to first-grade it for me.
