Is it really all about Cardio?

No. It is about burning more calories than you eat. Cardio is one optional tool to aid in creating that situation. If you lose weight and never do resistance training, you will lose muscle though.0

Not really. It's mostly about diet, and strength training helps a bit as well by maintaining more of your muscle mass. BF% is a comparison of how much weight comes from Fat versus "everything else", so the more muscle mass you keep, the better your BF% will be. (As opposed to losing 15 pounds, but having fat and muscle come off together, resulting in less of a change in BF%, even though your weight was way down)0
