Are calorific values based on cooked or uncooked weight?

Are calorific values based on cooked or uncooked weight?
I.E oven chips!!! The calorific value states 100g = 158cal. The cooked weight of this 100g ended up at 52 grams.

I understand that the difference is mainly due to water loss. Cooking methods like baking, grilling and roasting will cause a food to lose water compared to say steaming and boiling.
In fact boiling may cause the food to gain weight – as in the case of rice and pasta, but what if not stated by the manufacturers how I am supposed to know?
