Love Handels

Ever since a young age I have had the problem of love handles. I go to several aerobic and zumba classes and obtain many work out dvds but I can't seem to lose the fat on my sides. It has always been a big problem to the point where before I put on weight at university, I used to be a size 8. However, I could never find any trousers that would "do up" around my waist. Even a size 16 wouldn't fit my waist so I have always worn high-waisted skirts. i have always been told that I have skinny legs and arms but I have always had a waist that looks like an apple.

Is there any way that I could focus on this weight? Even dieting I have found that the rest of my body gets skinner but my hips just won't go away.
