To bra or not to bra: How do you measure your bust?

I am always wondering what is the best, most correct way to measure your bust. Is it more accurate to do it braless to get the true width wherever it lies? Or is it still best to measure while in the bra even though that could be skewed by the fit, squish, uplift, compression, etc. of the bra, not to mention the minimal thickness of the material. I always take a measure around the girls & also under them of just the ribcage. Well, which do you do and/or think is best & why?

I have always measured with the bra on.
Unless you are very young or small busted, the girls won't be where they are supposed to be without a bra. You'd be measuring lower down your rib cage.0 -
With the bra. If you are measuring for fitness purposes, then it doesn't matter which bra, so long as you always wear the same one every time you measure for accuracy.
If you are measuring for clothing fit, measure with the bra you intend to wear with the clothing.0
