What should I do?

Hey All-
So here's the deal. I've been actually losing a good amount of weight since I've started eating better and exercising a lot. I walk/jog for at least a hour and half 4-5 days a week, do circuit training for about 20-30 minutes 3-4 times a week and also am trying to lift weights in between my workouts. Everything has been working out well, but I'm still having the hardest time toning up my arms. And it seems like no matter how much i lift and exercise, the arms won't budge. Any suggestions? Any help and opinions are greatly appreciated :)
