Plateau or... ?

Hi guys been here since late May and lost steadily to begin with, all was good.
I have stuck to the diet side without any problems, I don't eat back exercise cals but I will come to that in a minute. For almost a month now, my weight has stuck and I haven't lost inches either. Despite feeling demotivated by this, I continued hoping it was just a blip. I am always under my daily target (1200) and for a while I tried eating more but that also had no effect!
But now approaching a month, I am trying to kick start things again. When I first joined I was exercising a lot more so I am getting back into that as I assume my weight loss stalled due to my activity levels decresing?
Have started C25K yesterday and also walking a lot more/home exercise as part of me feels that diet alone is not working. I am sure that the plateau is not due to me reaching my target weight as I still have about 45lbs to go.
Any tips for busting through a plateau or should the exercise do it? I have even considered buying new scaled as I really thought they were sticking at this weight lol
