how to work it?!

There are a few places on my body that U would really like to start toning up but I am not exactly sure how to, those place being my back and my arm pit fat. I am doing cardio and what not but those place seem to be unaffected by all my working out, I am tried a few thing but I really dont know too much about toning those places.
