Why is this?

What causes the afterburn effect? I did a walk/run up for approximately 30 minutes. I use my HRM as my guide on when to cool down. My HR would go up to 165 then I allow it to get in the 120's before I run again. I'm not sprinting, just jogging.
I noticed that my heart rate is still about 80 bpm. I've been at the computer for the last hour or so. Usually my resting HR is about 65-70. It has been slowly going down since my workout stopped. Is this my afterburn? Or is my adrenaline still pumping? I feel good, like I just had a good workout.
