GAINING inches?!

I have watched what I have ate for the past 5 years and lost 54lbs initially. I had gained 5 back after the holidays this year and got motivated to exercise regularly to keep the weight off. In late April I started with a program for a bit and then backed off. June I really got my butt in gear and started the 30 Day Shred (Jillian). I could see some definite toning going on but the scale wasn't going down. So, I went Blast Fat Boost Metabolism and switch back and forth, and occasionally throw in a run and a break day. Well, my scale has gone up another 2lbs and my jeans are insanely tight around my thighs and butt. Is this me not counting calories properly or is it actually possible that because I haven't worked out in years, I am actually putting on muscle and bulking up. I was 114 at the end of April and now I am 116 (some days 117). I find it very frustrating that my jeans are tighter. Any opinions?
P.S. I always tried to keep my calories at 1200 but since working out more I have gone to about 1400-1500 because I am hungry! Could that be the culprite?
