I bought some ground turkey (slowly converting the family away from so much beef!), It says a serving size is 4 oz, would that be precooked or after cooking? or does it not matter if I don't add anything while cooking (this may be a silly question!)

It does matter because when it's cooked, it loses moisture, so that 4 oz. of cooked turkey is going to be more dense nutrient-wise than 4 oz. raw. I would assume that the serving size is referring to raw.0

Always pre cooked.0
