Lost weight but GAINED inches?

So I've been a steady "measurements" girl. I know weight =/= fitness most of the time. At my recent check in, for the first time in awhile, I lost weight but didn't lose inches... if anything, I gained half an inch on my arms and half an inch on my waist. It IS roughly two or three days before my period (though with BC, I don't generally have too much PMS anymore), so is this water retention?
This is my first week of ~heavy lifting~ too, so would that play a role?
I've been on here often enough to know that "time, patience, etc." are generally key here. But, like I said, gaining inches is scarier to me than gaining weight, and I think the recent half pound weight loss I had with my check-in was the inch I lost off my bust

If it is close to TOM and you started heavy lifting I would guess it's just water retention.0
