I think I may already know the answer, but I just wanted to get opinions.
My calves get really sore after some high impact workouts-kickboxing with lots of bouncing, step aerobics, HIIT.
Is this an indication my calves are weak and need to be strengthened? Or do I need new shoes?

You are unlikely to need new shoes.
How about specific calves strengthening 3 times a week? Just hold a 5kg weight in one hand, and lift yourself on to your toes 15-20 times, one foot at a time, 3 times a week. That should get them a bit stronger. Good luck!1 -
Stretch too. And stretch your shins out too. Downward dog yoga pose is great for hamstrings and calves stretch1
