TDEE and net calories

Ok I'm considering upping my calories for two weeks starting today.
I exercise moderately 4-5 days a week 30-45 minutes at a time.
I net about 1300-1400 calories usually and the scale isn't moving.
My TDEE came out to 2387 so if I eat 20% under that I should lose????
I am super scared to up my calories from 1300 to about 1900. and those with those 1900 I do not add exercise calories correct???
Im a little confused, but I'm tired of starving myself and not seeing the scale move.
Any thoughts from people who this has worked for?
