Won't Budge

I've been working out since June and I joined MFP in July. To be honest, I'm really proud of my progress. I don't track weight, but I do track my measurements. I'm more concerned with fat loss than weight loss.
I've gone down 5 inches from my stomach, 5 inches from my bust, and 4 inches from my hips. I've been feeling pretty proud of that progress.
Especially because I've had those days where I'm over my caloric goals (1330) or even under them. But for most days, I'm stable. I even have a food scale in the house now. Anyway, my point is, I'm not seeing any more results.

I work out three days a week at the gym, usually for an hour each time. It mostly comprises of strength training, and I ride my bicycle to and from school.
Has anyone else hit a plateau? Do you have any tips for getting over it? I'm nervous about eating more, and I usually do eat back a portion of my exercise calories, on a daily basis because I don't want to ruin all of my progress.
