Get an unlocked cell phone and then buy a SIM card when you get to Jamaica.

This is the best option, especially if you already have an unlocked phone. I recently went to Ireland, got a pre-paid sim and used it for 2 weeks without needing a refill. It cost me a total of 10 Euro. My dad on the other hand, got the AT&T international roaming with his iPhone last time he went abroad and it cost him something like $50. And that was with data shutoff the whole time (he sent some MMS and those ended up being really pricey).

Another option, if you have a computer and internet is to use Google Voice. You can set up a number the parents can call, and leave a voicemail if you're not around. Plus you can make outgoing calls to any phone in the US.
