Best HRM?

I'm looking for a good HRM that I can buy online for £50 or less ($80 to those over the pond)

Fucntions I'd like -
Enter weight,
Enter height
Pedometer
Start and end workout function

Also do all MRM come with the chest strap or do they measure it from your wrist?

An reccomendations would be very much appreciated!
