Plateau or building muscle?

Twice now I have been within a pound of my initial goal weight, then suddenly popped up a few pounds but lost some inches. Everything feels firmer and looks better. Then I immediately start to lose slowly again. I've been on MFP since May and I seem to go through this cycle every 5 pounds or so.

Is it okay to assume that I'm losing fat and gaining muscle and should just keep on keeping on?
