Sorry if this sounds stupid, but can I walk a couple of miles on a rest day at 4.0 mph, or would that eliminate the benefit of having a rest day?

I tried having a rest day.. then started walking on that day too..lol But that is the only exercise I do on my rest day.
I'd say if you feel like walking.. do it. Listen to your body, it will let you know when it needs to rest.

Low-impact cardio is generally fine for rest days. I walk or use the elliptical.

I walk or ride my bike (at a leisurely apace) on my recovery days.

This. It's perfectly fine and typically doesn't affect your recovery unless you're hitting a bunch of hills.
