    You tried the bike? That's what I did after a severely sprained ankle. Otherwise, if you don't have access to a pool, Pilates is good.

    Google sitting cardio exercises or sitting cardio routines. There are a few good ones on sparkpeople.com and also on youtube. They really get your heart pumping even if you can't move your legs. Also do crunches, etc.
