Cod liver oil, fish (swordfish, salmon, tuna), fortified beverages (OJ, soy milk), milk, eggs, and yogurt.0

Is the supplement d3 or d2? D3 is better. For pale skin, 20 minutes a day in sunshine (40% skin showing) is good for Vit D too......0

Tanning beds do help. It's just expensive and inconvenient for a lot of people. The supplements work fine, the upper limit is pretty high, so you can take a good dose in supplement form. The doctor can monitor you with blood tests.
Here's a really good NIH article/fact sheet about D.

Liquid vitamin D is absorbed faster and more efficiently than supplements in capsule or tablet form.0

After your off the high D supplements I suggest you start taking a daily vitamin. Unless you have an amazing diet pattern you're likely not getting other things as well as you could or should, so it would be generally beneficial in addition to the D issue.
I, too, am not a sunshine person so I had to be on prescription D supplements for a while. I didn't actually fall into the deficient range, but my doc noted that I was only 3 points above and asked me if I wanted to start D supplements then or wait and see if it dipped down further... I said just start me on the pills. A few weeks later I was re-checked and I was fine. I take a daily multi that covers me and I've been fine since.0 -
