What am I doing wrong? (Motivation needed!)

I've been on and off a healthy eating regime for about a year now. I took up cycling and lost a lot of weight last year (around 1.5 stone), then I had a period of stress and didn't exercise as much. As a result, I went from 65kg to 70kg. I have now been back on the healthy eating regime for a couple of months but my weight loss is really slow.
I'm a regular eater (same breakfast, lunch and dinners on a regular basis) and on a normal day I'm cycling 40 mins total (10 miles). I've introduced pilates/strength toning videos every other day (around 30 min) and am now doing 16 miles on the bike every other day as well.
My nutritional reports state I'm getting too much carbs (i adore fruit and veg and live off this) and not enough protein (I tend to only have meat for dinner). I find myself hungry and at work I snack on fruit, ricecakes, celery and carrots. I don't know what I can eat instead!
I feel like I'm on a really healthy diet and my exercise is really high now but i've been stuck at around 0,5-1lb a week weight loss. What am I doing wrong?!
I will say, I am lactose intolerant and have IBS so I do try and get an average weight on a weekly basis as I can be bloated and it makes a 8lb difference! I'm 5'8'' and 31. I also drink around 5 litres of liquid a day (3-4 of water and the rest of green tea/diet coke)

First of all, you are doing really well! 1 lb of loss per week at your BMI is absolutely ideal. I would be worried if it was quicker: 'easy come, easy go' really is true in this case.
My advice (based on my personal experience): make sure you eat back your exercise calories; drink a lot of water (which you do, maybe consider quitting all soda, even diet soda and BTW, I am a former Diet Coke addict ); up your protein; easy on the fruit (again, something that I used to literally abused, though it sounds laughable, it is true); be selective with your carbs (I know it is controversial, but I would recommend cutting all white wheat products) and most importantly, BE PATIENT: you are doing very well.
For more specific advice, I suggest you open your food diary.

I eat too many carbs too and due to medical issues and based on advice from my PT Im slowly increasing my protein to eventually hit 50% a day with little carbs. Today I hit 42% protein which is average for me lately, take a protein shake for breakfast plenty of chicken every day (or fish but I hate fish) boil up a load of eggs the night before and pick at a boiled egg throughout the day and nuts, and then have a protein shake in the evening. Its been a really slow process and in the meantime have been losing around 0.5 - 1lb a week too but Im hoping the effort put in over the last week will eventuall pay off Sounds like you are doing everything right. I exercise too and my PT said it is purely down to the diet as to why Im not losing at a better rate so slowly tweek things until you find what works for you0

To up your protein slightly, could you snack on nuts at least sometimes?0

I also have had the issue of flatlining on weight loss. My doctor suggested that I change what excercise I was doing. He says that our bodies become "used" to the same excercise and to switch up what I am doing. So, for example I was doing water aerobics. Was doing great. Then boom! nothing. So, I started walking. Increased my time and incline every other day and the weight started coming off again.
For protien, I snack on almonds, low fat string cheese, beef/turkey jerky and I will drink "EAS" carb control strawberry nutrition drink. It has 100 calories and 17 grams of protien with no sugar!
