Then is a water bottle that is 16 ounces two cups of water? This is probably a dumb question, but I need to know because I'm trying to get more water into my diet and I refuse to drink from the tap because the tap is disgusting.

You appear to be correct. I use an online converter if I'm not sure about measurements. ( science made simple)
1 cups (US, liquid) is equal to 8.00 ounces (US, fluid)
I use metric and count 250mls as a cup of water.

The 'cup' used by this website is just a name for a portion. The software just adds the numbers and doesn't care what the portion means.
You can define it as 250 ml if you want. Many dieters find that convenient because many plastic bottles come in 500 ml, 1 liter, 2 liters. If you put a 2 liter bottle beside your computer and drink it all each day, then you can log 8 portions of 250 ml each day.
Another handy tip is that you can weigh water in grams and it's exactly the amount in ml. So if you want to know how many portions you've had by lunchtime, just weigh it.0
