How long before I sohould up my calories?

Adjusted them up to 2000 3 weeks ago. FitnessFrog shows my TDEE 2944 at a "light exercise" level ( I do strength training 3 days a week and HIIT 1 day a week).
I am pretty much at a standstill for a couple weeks now as far as weight, but I ordered a set of body fat calipers and a measuring tape and want to start using those this week.
So anyway TDEE - 20%= @2300 calories. Will 300 calories (plus not eating back exercise calories) really make that much difference? And if I don't see a difference in measurements in a few weeks, should I adjust them on up?
