Keep gaining weight and I dont know why

I only eat between 1200-1300 calories a day, I do cardio about 5-6 days a week at least 30 minutes and I lift 3 days a week. I was down to 125 pounds and now I'm up to 140!! I dont know why, plus most of the weight has puddled in my thighs. Can someone please help me with this? I'm getting frustrated.

    More information is probably needed, how long did it take you to gain 15lbs? are you measuring your food? whats your TDEE? Are you eating back exercise calories? What were you eating before compared to now?
