im looking for the best one out there and id prefer one that goes on the arm not the chest or any other suggestions out there?

Chest strap is the way to go - a watch-only model doesn't read your heart rate constantly through the workout, and the calorie burn estimate is not nearly as accurate.
Polar is the most popular model among members here, I have a New Balance N4 that I am very pleased with. They retail for around $60 and up I think, but you can find them cheaper online sometimes, or on eBay.
Use the search feature here and look up HRM or heart rate monitor - you'll find heaps of info about all the various models. Amazon has lots of user reviews, as well.0 -
Go for one that is bluetooth 4 or higher that way you can sync it with your smart phone. I have a Garmin one that is based on ANT+ technology instead of blue tooth so I end up having to use 2 devices instead of one.0
