I have a goal of losing about 13 kilos (or about 28 pounds) by March 2013, so about 4 months time. Is that an acceptable goal?

This seems like a completely attainable goal to me. 30 pounds in five months.0

yes! Aim for 1-2 a week.0

Yep! As long as you do it in a healthy way0

That really depends upon how much over weight you are now. If you are seriously obese a couple of pounds a week is reasonable. If you are only a little over weight then it may not be realistic or healthy.0

I think it's a bit fast.
Really.
how about aiming for a slower weight loss and getting a pleasant surprise if you manage to lose that fast.
I have lost 11 kilos in just over 6 months0
