Before or after exercise for highest carb meal

I need to get this belly fat off once and for all. I eat clean 90% of the time. Fell off and went on a weekend margarita binge in August and September. (just started loving those golden margarita's with the Gran Marnier...salivating now) Anyway, stopped drinking those but paying the price. I still work out and right now doing the NROLFA and wanting to do low carbs until my abs pop again. Should I eat that highest carb meal/protein shake (with banana) before or after workout?

    After workout is the best for recovery.

    After...as above poster said..I only eat simple carbs on training days in small amounts after training...
