If you REALLY work at it.
Steady state is going to be really, really slow to get results. Climbing and sprinting is what does it, and it's pretty hard to replicate inside.
MTB or track cycling are going to be the best for toning thighs

Used to run 15 miles a day. Still never had the toned thighs I wanted. In fact I had little pouchs of fat just above my kneecaps. I've picked up lifiting,just beginning to feel the different muscles. in my thighs. Hope to see them soon.0

I'm not sure... but, I would think so. Adding resistance, I think, would tone the muscles. But, weights and actual strength training would probably help more.0

Not really. Squat, Deadlift, Power Clean, Jumping, and Swimming will help you to tone up your legs. My legs are so big because I did those routines.0

I ran and played soccer for years but only got significant changes in my legs after taking up squats, deadlifts and a good clean diet with a deficit :bigsmile:
and Wellbert is correct a large part of Pendelton's training is resistance0 -
