What is your definition of a plateau?

I've done some searching on the forums and online. I am curious what my fellow MFPers think: At what point with no change in scale or body measurements do you consider yourself in a 'plateau' (and take measures to break through it). Two weeks? Two months? Six months?
I had consistent losses for 10 straight weeks then nothing for the last 2 weeks. I've made some adjustments already (knowing it could be water or lots of other things) but was just curious what the rest of you think and when to try making major changes.
